The Rome Chamber of Commerce has opened its 2026 Dual Transition Voucher call, offering non-repayable grants for digital and green innovation projects run by micro, small and medium-sized enterprises based in Rome and its province. The call was approved by Board Resolution no. 127 of 13 July 2026 and published on 1 September 2026.
Applications are submitted from 2:00 p.m. on 15 September to 2:00 p.m. on 22 September 2026, assessed on a first-come, first-served basis in order of submission.
Who can apply. This is a local measure. Eligibility is restricted to micro, small and medium-sized enterprises with a registered office or a local operating unit entered in the Rome Chamber of Commerce Register of Companies, and the project must be carried out at that Rome-based site. Companies without an Italian entity registered in Rome or its province cannot apply, whatever their sector or size.
The call at a glance
- Total budget: EUR 10,000,000 allocated by the Chamber for businesses in Rome and its province.
- Grant rate: 70% of eligible costs net of VAT, non-repayable.
- Cap: EUR 10,000 of grant per company.
- Minimum spend: EUR 3,000 net of VAT.
- Cumulative bonuses: +EUR 1,000 for youth-majority companies (people up to 35 holding more than 50% of both ownership and management), +EUR 250 for a legality rating, +EUR 250 for gender equality certification. Maximum grant with all bonuses: EUR 11,500.
- Pre-loading: from 2:00 p.m. on 8 September 2026.
- Submission: 15 to 22 September 2026 via restart.infocamere.it, using SPID, CNS or CIE digital identity.
- Eligible period: costs incurred and paid between 1 September 2026 and 30 April 2027.
- State aid regime: de minimis (Reg. EU 2023/2831). Grants are paid subject to a 4% withholding tax where applicable.
Why timing decides the outcome
Applications are processed in chronological order of submission (Art. 10). There is no merit ranking: files are examined in the order they arrive and funded until the budget runs out, with the last eligible application admitted only up to the remaining funds.
In practice, a complete and digitally signed application ready to go at 2:00 p.m. on 15 September is worth more than a stronger project submitted three days later. The pre-loading window from 8 September exists precisely for this.
It is also worth knowing that no additions to a submitted application are permitted (Art. 10(2)). A missing document, or a project description the Chamber considers inadequate, leads to exclusion rather than a request to correct it.
FinGreenTech services eligible under the call
FinGreenTech SRL Società Benefit works as a technology partner across the technology areas and the consulting and training services listed in Art. 2 of the call.
1. Cyber security and business continuity
Vulnerability assessments and penetration testing, corporate data protection and risk mitigation, business continuity planning. Covered by point (c) of the eligible technologies.
2. Cloud and artificial intelligence
Design and delivery of secure cloud migrations, integration of AI and big data & analytics into business processes. Points (b), (d) and (g) of Art. 2.
3. Certified management systems
Consulting and support towards ISO/IEC 27001 (information security) and ISO/IEC 42001 (AI management systems), both named explicitly at point 4 of the eligible services alongside ISO 56000 and ISO 50001.
4. Innovation Manager and development plans
Temporary external Innovation Manager, digital maturity assessment and preparation of the company’s digital and green development plan. Points 2, 3 and 6 of the eligible services.
The supplier requirement that disqualifies many applications
This is the most overlooked technical point in the call. Art. 6(5) establishes that any activity going beyond the plain supply of hardware or standardised software — anything involving development, design, implementation, configuration, consulting, analysis or strategy definition — counts as a consulting service.
The supplier must therefore fall within one of the qualified categories in Art. 6(3) (competence centres, EDIHs, Innovation Managers certified to UNI 11814, certified incubators, training bodies, innovative start-ups and SMEs) or attach the “additional suppliers” form, declaring at least three engagements over the past three years for different clients, digitally signed by the legal representatives of both the supplier and the applicant company.
A handwritten signature is not accepted, and a missing form means the related cost is excluded. FinGreenTech has already acted as a qualified supplier in previous editions of this measure and provides the declaration ready and digitally signed, together with a quotation on company letterhead.
Structuring eligible costs correctly
Several constraints in Art. 7 need to be handled at quotation stage, not at reporting stage:
- rental, free loan and second-hand goods are not eligible, and neither are maintenance or technical support fees: cloud and data protection projects must be set up as one-off activation and implementation work rather than recurring subscriptions;
- individual invoices below EUR 500 are not eligible;
- digital marketing and web advertising are excluded, as are tax, accounting and legal advice and support for statutory compliance;
- the project must be carried out at a site in Rome or its province where the company’s activity is registered with the Chamber;
- payments are only accepted by traceable bank transfer: no cash, cheques, credit or debit cards, and no bundled payments.
Requirements and grounds for exclusion to check first
Four conditions rule companies out before the project is even designed:
- being an SME registered with the Rome Chamber of Commerce, active, and up to date with the annual fee (checked over the previous five years and impossible to remedy after submission);
- not having received a grant from the Chamber in the three years preceding publication of the call;
- one application per company, and only one across groups with substantially overlapping ownership or the same legal representative;
- suppliers to beneficiary companies cannot themselves be beneficiaries.
Applicants also need a digital signature and SPID, CNS or CIE credentials for the legal representative, a single certified email (PEC) address for all correspondence, and the Self i4.0 digital maturity self-assessment completed within the three months before applying — to be repeated once the investment is finished.
After the grant is awarded, the final report is due by 9:00 p.m. on 31 May 2027, with no extensions available, and every invoice must quote the CUP code assigned at award stage.
